In Mexico all beaches are public because they are federal property. Access to the beach in Cancun can be through a public entrance available in Kukulkan Avenue (the main avenue through the hotel zone) or through a hotel, however some hotels have restricted access.
Once in the beach you can enjoy the sun and sand anywhere you like. The only exceptions are some of the amenities offered by hotels such as chairs, umbrellas and beds which are for the exclusive use of their guests. You may join a group of people playing volley ball in a hotel's court or hire equipment or tours from the hotels at a cost.
All beaches in Cancun have lifeguards on duty, and they also have a colored flag indicating the condition of the sea for swimming. The flag colors in order of increasing dangerous condition are: green, yellow, red and black.
